Do Japanese rules require objective records for telework?

Yes. Article 66-8-3 of the Industrial Safety and Health Act requires employers to grasp working hours by objective means such as time cards or PC usage records; there is no telework exception, and relying on self-report when PC records are available is not accepted.

Isn't a PC record surveillance?

Not when the purpose is stated, data is minimised, members can see their own records, and a written policy with a responsible person is in place — the four points in the PPC's Q&A. Not collecting keystroke contents, camera or emotion inference is the line.

Isn't an attendance system enough?

Punches record when someone pressed clock-in / clock-out; on remote days they drift from actual PC use. The guidance expects punches and PC records to be reconciled monthly, with gaps checked and corrected.
